Trustworthy measurement needs a versioned prompt set, multiple runs averaged per engine, engines tracked as separate series, and both metrics scored, because being the machinery behind an answer and being named in it are different achievements on different clocks.
The fix side works the retrieval lever: the earned surface engines cite, the structure they quote, and the freshness signals they weight. Measurement tells you whether it moved; the same panels that found the gap read the repair.
